    What PSARA covers

The 2005 Act, central model rules and state rules govern agency licensing, guard and supervisor eligibility, verification, training and record-keeping. Licences are state-specific and must be kept current with changes and renewals handled on time.

    Agency and workforce checklist

Confirm a valid licence for each operating state and the required statutory registrations. For every guard and supervisor, retain identity, address, fitness, antecedent-verification and training evidence, with ex-servicemen records where relevant.

    On-site and employment records

Issue photo identity cards and compliant uniforms, pay applicable minimum wages on time, deposit statutory deductions, and retain deployment, attendance, wage, client and contract histories. The test is whether the agency can show who was at a specific site on a specific date.

    Where agencies actually fail

Common findings are deployment while verification remains unresolved, training completed but never recorded, paper deployment records that cannot be retrieved, missed wage revisions and former employees still shown as active. These are proof failures as much as policy failures.

    Keep every guard inspection-ready

Link onboarding documents, verification status, training, deployment, ID cards and offboarding to one employee record. Track expiries and block or flag risky deployment conditions before an inspector or client finds them.

    Legal note

PSARA obligations and training requirements vary by state. Confirm this checklist against current central and state rules with a qualified legal advisor before relying on it.
